On March 12nd, 2025, the People's Committee of Ba Ria-Vung Tau province issued Document No. 3409/UBND-VP regarding the Chi Linh Central Area Project. This decision was made after consulting committee members based on the proposal from the Department of Planning and Investment in Document No. 390/SKHĐT-ĐTDN.
Accordingly, the Ba Ria-Vung Tau Provincial People's Committee approved an extension for the delayed land handover by the State to the Development Investment Construction J.S Corporation (DIC Group) for the Chi Linh Central Area Project. The delay period is recognized from January 18th, 2022 to the end of December 2023 (approximately 23 months). This period will not be counted towards the project's operational duration or implementation progress, and the investor is exempt from procedures to adjust the investment policy (as stipulated in Clause 3, Article 44; Point b, Clause 4, Article 41 of the 2020 Investment Law and Point d, Clause 4, Article 117 of Government Decree 31/2021/ND-CP dated March 26th, 2021).
Regarding the organization of compensation, resettlement support and arrangement of resettlement land funds to ensure project implementation progress, the Ba Ria-Vung Tau Provincial People's Committee provided specific opinions as follows:
In addition, the Vung Tau City People's Committee and DIC Group are responsible for preparing and ensuring all conditions for compensation and resettlement for residents and other necessary resources to implement the project in accordance with regulations.
The Chi Linh Central Area Project was officially approved by the Prime Minister in Decision No. 344/TTg dated May 27th, 1996 with a scale of 997,263m2. The Prime Minister allocated land for project implementation in Decision No. 907/TTg dated November 30th, 1996. To date, the project has compensated 72.64ha (accounting for 72.86%) of the total project area.
On the cleared and handed-over land area, DIC Group has completed synchronous technical infrastructure and social infrastructure ready to serve community needs, including: green parks, 9-ha Bau Trung Lake, streets, public school systems, private and international schools, commercial centers... these landscapes are carefully designed landscapes creating a beautiful and safe environment. To date, the Chi Linh Central Area Project has provided full and diverse internal amenities, contributing to the city a housing fund accommodating approximately over 20,000 people, meeting the increasing housing demand of residents.
