NOVEMBER BRIEFING TO IMPLEMENT PRODUCTION AND BUSINESS

On the afternoon of 11^st November 2024, Mr. Nguyen Quang Tin – General Director of DIC Group chaired the November briefing on the implementation of production and business. After evaluating the operating results in the first 10 months of 2024, the General Director gave specific directions to accelerate the completion of the production and business plan in 2024.

At the beginning of the meeting, General Director Nguyen Quang Tin assessed: "Production and business results in October 2024 recorded a number of positive changes, especially legal progress in key projects. These developments are an important foundation for DIC Group to accelerate the implementation of the production and business plan in 2024 and create momentum for a new development step in 2025."

Specifically, DIC Chi Linh Urban Area and DIC Solar City Urban Area projects in Vung Tau are gradually removing legal difficulties. Other projects such as Cap Saint Jacques Complex (Vung Tau) and Lam Ha Center Point Residential Area (Ha Nam) have been granted construction permits. In addition, Hiep Phuoc Residential Area (Dong Nai) was also approved to adjust the investment policy and adjust the project implementation schedule.

The meeting summarised the report on revenues, expenditures, investment and project implementation. DIC Group is maintaining stable operations and continues to make strong progress in the fourth quarter of 2024. To complete the production and business plan, the General Director called on the collective of officials and employees to make their best efforts and unanimously complete the assigned tasks in the last months of 2024.

At the meeting, members of the Executive Board presented their opinions on each assigned field. Boards and Departments reported in detail on the work situation in the month. After the discussion, the General Director concluded to direct the key contents, including: legal completion and transfer of projects; improve the efficiency of sales business activities; accelerate the compensation for site clearance and strengthen investment and financial management.

With the determination to achieve the set production and business goals, the General Director assigned the Project Development Department to urgently complete legal procedures to account for business results in 2024.

The General Director directed the Market and Business Development Department to review and evaluate business performance compared to the year plan, and at the same time promote sales activities, especially at the DIC Victory City Hau Giang Urban Area project. Debt collection is a priority task from now until the end of the second quarter of 2025 to maintain stable cash flow and support long-term development strategies in the context of the real estate industry facing many difficulties.

DIC Group is currently giving top priority to land clearance compensation to create a clean land fund. The General Director requested the Project Management Boards and Land Management Boards to closely coordinate and focus on accelerating the compensation progress at DIC Solar City Urban Area (Vung Tau); DIC Wisteria City Urban Area (Dong Nai); Hiep Phuoc Residential Area (Dong Nai); DIC Victory City Urban Area (Hau Giang) and DIC Nam Vinh Yen City Urban Area (Vinh Phuc). In particular, the General Director acknowledged and appreciated the efforts of the DIC Dong Nai Project Management Board in accelerating the compensation for land clearance at the DIC Wisteria City Dong Nai project.

In addition, the General Director requested the Land Management Board to coordinate with the Project Management Board of DIC Ha Nam and DIC Northern to work with the authorities and local authorities to complete the determination of land use levy for the Lam Ha Centre Point Residential Area and DIC Nam Vinh Yen City Urban Area (Vinh Phuc) in order to implement business as planned.
