PRIME MINISTER ATTENDS GROUNDBREAKING CEREMONY FOR SOCIAL HOUSING PROJECT IN NAM VINH YEN NEW URBAN AREA

On the morning of March 16^th in Vinh Phuc province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the social housing project in Nam Vinh Yen New Urban Area.

The ceremony was honored by the presence of:

Project Background and Implementation Progress
Vinh Phuc province currently has 17 industrial zones, including 9 operational ones with high occupancy rates employing over 260,000 workers. This has created significant demand for social housing. To meet the targets assigned by the Prime Minister for social housing development, the province has taken proactive measures since early 2025, including:
- Commencing construction on 2 social housing projects
- Planning to break ground on one new social housing project each month until August 2025
- Striving to complete the Prime Minister's assigned targets one year ahead of schedule

Project Details and Implementation Plan
The groundbreaking ceremony marks the concrete implementation of:
1. The national program "Investment in construction of at least 1 million social housing apartments for low-income earners and industrial zone workers for the 2021-2030 period"
2. Decision No. 444/QĐ-TTg dated February 27, 2025 assigning social housing completion targets for 2025 and subsequent years through 2030

According to the approved plan:
- The social housing project in Nam Vinh Yen New Urban Area comprises 38 apartment buildings (11-15 stories)
- Total land area: 17.08 hectares
- Total floor area: 489,166 m²
- Total investment: 6,824 billion VND
- Strategically located in the urban center with complete infrastructure and convenient transportation connections
- Features modern design using semi-precast construction methods and environmentally friendly materials to ensure both construction speed and living space quality

Mr. Nguyen Quang Tin, General Director of DIC Group, stated at the ceremony: "DIC Group has completed all legal procedures and has begun implementing the first phase of 5 buildings in Lot E4-29. The remaining 33 buildings will be progressively developed during the 2025-2030 period. When completed, the project will provide 5,320 apartments to the market, contributing to the realization of Vinh Phuc province's social housing development goals and fulfilling the tasks assigned by the Party and Government. This will help meet the urgent need for social housing development in the locality, ensuring housing stability for workers while addressing workforce stability challenges for businesses in the area."

Comrade Dang Xuan Phong, Secretary of Vinh Phuc Provincial Party Committee, emphasised that under the direction of the Prime Minister, like many other localities, Vinh Phuc has undergone a strong transformation in its thinking and approach to social housing development. Therefore, social housing should take precedence over commercial housing, not vice versa.

Regarding the Nam Vinh Yen social housing project specifically, the Provincial Party Secretary stressed: "We highly appreciate and welcome DIC Group's investment participation and determination. We also request the investor to commit to completing the entire project with all 38 buildings, meeting four key requirements: must be faster, must have better quality, must offer more preferential terms, and must ensure full transparency. Construction progress must be accelerated, housing quality must be guaranteed, pricing must be preferential, and the social housing sales process must be completely transparent."

In his directive speech at the ceremony, Prime Minister Pham Minh Chinh stated that in recent times, the work of developing and investing in social housing construction has always received attention from the Party, State, Government, Prime Minister, as well as ministries, sectors and localities. The Prime Minister affirmed that social housing must be prioritized in planning and land allocation; prioritized in land use fees, finance and capital sources; prioritized in synchronous infrastructure construction; with controlled pricing and regulated profits within certain limits; while ensuring construction and housing quality.

For investors, the Prime Minister required that promises must be kept, commitments must be fulfilled, ensuring transparency in project implementation and protecting the legitimate rights and interests of the people.

At the event, the Prime Minister also emphasized the principle of "3 Benefits, 2 No's" in social housing development, in which "3 Benefits" includes benefits for the State, benefits for the people, and benefits for businesses, with harmonized interests and shared risks; "2 No's" means no personal motives, corruption, or negativity, and no waste or loss of State assets, people's assets, or national resources.

Seriously implementing the directives and assigned tasks from Prime Minister Pham Minh Chinh and leaders of Vinh Phuc province, Mr. Nguyen Quang Tin - General Director of DIC Group expressed determination: "DIC Group pledges to implement and execute the tasks and solutions for social housing development as directed by the Prime Minister and provincial leaders. This is both a mission and a goal in our Group's development orientation, and a proud contribution demonstrating DIC Group's responsibility towards social welfare and the communities where we invest."

In the context of increasing demand for social housing, particularly for low-income workers and industrial zone employees, DIC Group is particularly focused on accelerating investment and construction progress for social housing projects on 20% of residential land in the urban areas where DIC Group serves as the primary investor. With a land fund of 54.7 hectares, DIC Group aims to complete the construction target of over 14,000 social housing units during the 2025-2030 period and develop additional land funds to invest in building 30,000 more social housing units during the 2030-2035 period.
